The Early Literacy Consortium ensures equitable access to literacy for the children of Memphis & Shelby County.

Our Vision

Literacy resources & supports are readily available to families, parents, and students through aligned networks of community, faith, nonprofit, business, school, and public organizations as part of communities that value and find joy in reading. These literary resources & supports are aligned to a community's interests and assets.

About Us

The Early Literacy Consortium (ELC) brings together local governments, our major school district, funders, universities, nonprofits, and community based organizations. The goals of the ELC have been to promote communication and collaboration regarding current early literacy efforts and to develop an early literacy strategy for Shelby County intended to address the structural conditions that lead to so few children meeting literacy outcomes.

Our Priorities

The ELC fosters collaboration—breaking organization silos, establishing preferred practices, and focusing resources on communities across organizations.

Priority 2:

The ELC encourages innovation by connecting diverse areas of expertise, bridging in- and out-of-school time, and creating space for cross-sector research and planning.

Priority 3:

The ELC aligns existing work around a common community strategy for ensuring access to literacy for Memphis’s children.

Priority 4:

The ELC strives for a robust diversity, equity, and inclusion framework for early literacy–a necessity for achieving our vision.

Diversity, Equity, and Inclusion

Diversity is demonstrated by representation. Are members of different ethnicities, races, religion, sexual orientations, genders, language and other characteristics present? 

  • Diversity in literacy requires an anti-deficit framework that centers and learns from the historically overlooked literacy, strengths, and cultural assets of structurally marginalized communities and individuals.

  • Diversity in text requires exposure to characters and situations that reflect the communities that read them. 

Equity is demonstrated by a leveling of the field. Are all individuals free from barriers to and considered for opportunities for fulfillment and advancement?

  • Literacy is a human right. Equity in literacy requires addressing structural barriers that block individuals from accessing this right.

  • Equity in text requires the elevation and promotion of BIPOC voices. 

Inclusion is demonstrated by engagement. Are all individuals welcomed and encouraged to participate in culture & decision-making?

  • Inclusion in literacy requires a centering of learners and communities in critical decision-making processes to ensure services are responsive to the assets and needs of the communities we serve.

  • Inclusion in text requires quality, accurate representation of BIPOC voices, characters, and cultures.

  • The mission of Literacy Mid-South is to provide literacy resources to learners of all backgrounds and ages. The breadth of this work encompasses a number of programs and goals, all working towards one end: 100% literacy in the Mid-South. Through a combination of strategies including collaborative action, capacity building, resource distribution, and tutoring services, LMS works to ensure learners across the lifespan have access to the literacy resources they need to live their best life. First 8 Memphis

  • First 8 Memphis (F8M) is an advocacy, coordinating, and convening organization strengthening the prenatal-8 space including, but not limited to, the following systems: home visiting, childcare, Pre-Kindergarten (Pre-K) and Kindergarten through 3rd grade. Universal Needs-Based Pre-K is F8M’s primary equity strategy for ensuring underserved (<185% Federal Poverty Level) students have an equal footing. F8M monitors outcomes using performance-based Pre-K metrics in ways that Memphis and Shelby County has not previously done.

Stand for Children - Tennessee

  • Stand for Children (Stand) is a nonprofit organization serving our community as a unique catalyst for education equity and racial justice creating a brighter future for us all. Stand, a national advocacy organization founded in 1996, fulfills this mission by organizing with individuals (parents, educators, and community members) and partnering with organizations around targeted goals that will positively impact opportunities for children and our fellow community residents. In education, Stand has come to realize that to achieve the scaled, enduring progress we seek for students of color and students growing up in poverty, we need to be able to succeed in two areas: 1) consistently pass and sustain research-backed state & local policies and investments aligned with factors that encourage consistent, scaled impact; advocate for effective rules and guidance; and monitor progress and 2) impact educator practice and mindset. We are unique among education organizations in having built the capacity to do all of the above. Stand for Children TN builds and facilitates effective coalitions that develop collaborative plans and take collective action toward achieving greater impact in areas of education and justice. Stand TN takes the lessons, knowledge, and sense of urgency that we have gained in policy advocacy and organizing to these coalitions supporting the implementation of evidence-based strategies and building a base for strategic advocacy to address systemic issues in education.
